Youth Shot by Goetz Held in Jewelry Theft

NEW YORK — One of the teen-agers shot by subway gunman Bernhard H. Goetz was arrested Wednesday and charged with stealing a $150 gold chain from an acquaintance while they were riding in an elevator in an apartment house.
Barry Allen, 19, of New York City, was charged with second-degree robbery in the Oct. 27 chain-snatching and faces up to 15 years in prison if convicted, authorities said.
