Pre-Summit NATO Talks Urged
WASHINGTON — Secretary of State George P. Shultz has proposed that a special meeting of the North Atlantic Council, made up of the foreign ministers of the NATO countries, be called in advance of the U.S.-Soviet summit in Geneva, the State Department said today.
The department said Shultz has written the other 15 foreign ministers of the alliance expressing his willingness to fly to Brussels for the session. Shultz’s proposal came after Belgium and the Netherlands protested that a pre-summit meeting of the seven major Western industrial nations excluded them.
