The state Unemployment Insurance Appeals Board said people who make false statements to qualify for federal supplemental unemployment insurance benefits must return the money and pay a 30% penalty. The board issued the decision in upholding state Employment Development Department action against a man who was certified for $152 a week in supplemental compensation for a two-week period in August, 1984. The board said the man reported that he was able to work during that period, but it was later discovered that he had undergone surgery and remained physically unable to work. For making the false statement, the board said, the Employment Development Department disqualified the claimant for benefits for a 10-week period, required him to repay the benefits for the two-week period and imposed a penalty of 30% of the overpayment as provided by state law.
