Officials of Tehama, a city of 386 people about 160 miles northeast of San Francisco, are hoping for a quiet holiday weekend, but their motivations involve more than just safety. Tehama’s municipal insurance policy expires over the weekend, and the city has been unable to get a replacement. That means that, starting today, there would be no coverage if an accident or injury results in a lawsuit and judgment against the Sacramento River city.
