The company had sought an injunction to prevent striking employees from collecting unemployment benefits in Pennsylvania, West Virginia and Ohio, but U.S. District Judge Glenn E. Mencer ruled that the steelmaker did not meet standards already set. His decision came at the end of two days of hearings in Pittsburgh.
