Congress OKs Foreign Aid Bill

Ending a four-year impasse, the House today completed congressional action on a two-year, $25.4-billion foreign aid authorization bill and sent it to the White House. The vote was 262 to 161.

Not since 1981 have both houses of Congress been able to agree on foreign aid spending authority. Attempts to do so broke down in discord over policy disputes, forcing the Reagan Administration to use stopgap financing measures.
