Robert Alioto resigned as San Francisco superintendent of schools because, he said, continuing his dispute with the Board of Education would be counterproductive. The seven-member Board of Education accepted his resignation and named Carlos Cornejo, 56, coordinator of the summer school program, as acting superintendent. Alioto, who has been superintendent for 10 years, is to begin a leave of absence today. His resignation is to take effect next June.
