Los Angeles City Councilwoman Pat Russell today was elected to a second two-year term as council president by a vote of 14 to 1. Russell, a political ally of Mayor Tom Bradley, represents the 6th District, which takes in Westchester, Venice and several other far western communities.
Only Councilman Ernani Bernardi did not vote for her. He voted instead for Councilwoman Joan Milke Flores, who was later unanimously chosen president pro tem. The president appoints members of the council to committees and determines which issues go to which committees. The president pro tem fills in when the president is unavailable.
