A church pastor in Belle Glade, Fla., and three other persons were charged with arranging as many as 300 phony weddings between aliens and American women in a marriage-for-money racket. Federal agents said the fraudulent marriages were intended to make the aliens permanent U.S. residents, allowing them to bring in relatives and apply for unemployment compensation, food stamps and housing aid.
