Desire for Peace Shared by Soviets, Carter Tells Parley

BANGKOK, Thailand — Former President Jimmy Carter said Thursday that during his presidency, he found that Soviet leaders shared a basic desire for peace, preservation of their people and elimination of a costly nuclear arms race.
Speaking at an international friendship conference, Carter said he and other world leaders pursued arms control, human rights and an improved quality of living, but demagoguery, selfish priorities, a lack of communications and other barriers often were insurmountable.
“This is extremely distressing as we realize that these political obstacles don’t exist among the people themselves,” Carter said.
