Nearly half of the nation’s 574,045 bridges are structurally deficient or functionally obsolete, but not unsafe, a federal study concluded. The Transportation Department told Congress its study found that at the end of last year 260,175 bridges were inadequate. But the report by the department’s Federal Highway Administration stressed there was no reason to believe the bridges were not safe, or else they would be closed.
