U.S. Atty. Raymond J. Dearie formally announced a federal investigation into allegations of torture and civil rights violations by New York police officers. Five officers from the 106th Precinct in Queens already are under indictment on state charges of assault. The state police brutality charges were brought following allegations last month by five suspected drug dealers that officers burned them with electronic stun guns to force confessions.
