U.N. High Commissioner for Refugees Poul Hartling, on his first visit to Hong Kong since the British colony began confining Vietnamese refugees three years ago, appealed to Britain to “take the initiative” in resettling an estimated 11,000 “boat people.” Hartling said he was moved by a plea from Nguyen Van Sinh, 17, who said, “I have no hope for my future.” The youth said he wants to join a sister in the United States.
