AT&T; said it and 15 other communications firms have agreed to build a $107-million optical fiber cable linking the Philippines to Guam, where it will connect to a new transpacific cable . . . Dataspeed Inc., San Mateo, said it is in immediate need of capital and is close to reaching agreement in principle for a cash buy-out of the company; the proposed buyer was not identified.
