A Chinese delegation arrived in Moscow for the sixth round of negotiations on normalizing Sino-Soviet relations, the first such talks since Kremlin leader Mikhail S. Gorbachev took power last month. Tass news agency said Soviet Deputy Foreign Minister Leonid F. Ilyichev and Chinese Vice Foreign Minister Qian Qichen are scheduled to start talks Tuesday amid signs that both sides are determined to work toward rapprochement after a 20-year rift.
