A soup kitchen operated by several churches and feeding an average of 80 hungry people a day was ordered by the Butte County Health Department to get a $100 county permit and make $3,000 worth of improvements. Authorities also said the kitchen may not accept meat donated by farmers or distribute home-baked cookies, Lynn Vanhart of the Health Department said he is simply enforcing a new state law. Kitchen volunteer Lorna Bartlett said that the order is “outrageous” and contended that if the kitchen is shut down, its regular clients will be forced to eat from garbage cans.
