Frank Smith, a former vice president of the Los Angeles Olympic Organizing Committee, has been named executive director of the Economic Development Corp. of Orange County, a countywide business promotion organization. The appointment, announced by Thomas Nielsen, EDC chairman and president of Irvine Co., caps a long search for a successor to William Duffy, who resigned the post last September.
