Nicaragua said it would accept a reduction--rather than elimination--of U.S. military advisers and maneuvers in Central America during recently suspended talks in Mexico, Nicaraguan officials and sources in Mexico City told the Washington Post. While the proposal represented a softening of the Sandinista position, the sources said Washington broke off the talks because it wanted a regionwide treaty and Nicaragua continued to insist upon a bilateral agreement.
